“Mr. Tsheole is the Chief Executive Officer of the Capital Market Authority (CMA) Rwanda charged with a high-level role of being responsible for providing strategic visionary leadership in the development, regulation and supervision of the capital markets, collective investment schemes, commodity exchange and related contracts, warehouse receipts system, and any other market segments. He is a seasoned Financial Markets expert with a cumulative experience of over 24 years having worked for the Central Bank of Botswana and Botswana Stock Exchange (BSE). I am an experienced executive with extensive knowledge of B2B, B2G and B2C spanning several years.

Mr Tsheole holds a Bachelor of Social Sciences (Single Major Economics) from the University of Botswana and a Master of Commerce (MComm) in Financial Markets from Rhodes University (RSA). Further, he holds a Masters Degree in Business Administration (MBA) from the Graduate School of Business, University of Cape Town (RSA). He has also completed several financial markets programmes as well as a Leadership Development Programme at the University of Stellenbosch Business School (RSA). He is a member of the South African Institute of Financial Markets (SAIFM & SAFEX). He is also a member of the Institute of Directors in South Africa.
Mr. Tsheole has extensive experience in leadership, management, strategy development & implementation, business development and Capital Markets/financial markets, Forex, Structured Products, central banking and Financial Market supervision & Regulation. He was appointed Chief Executive Officer of Capital Market Authority Rwanda in May 2024 having been CEO of BSE since January 2016 to May 2024 and been Deputy CEO since February 2014.

Mr. Tsheole is a firm believer in the development of the financial market in Africa, as well as their importance to economic growth and stability, and has led initiatives to increase activity in the financial market in Botswana, Rwanda, Southern and East Africa Region. In recognition of his exceptional and devoted service to Botswana, he was awarded the Presidential Order of Meritorious Service by His Excellency the President of the Republic of Botswana in September 2018.

Mr. Tsheole was the President of the African Securities Exchanges Association (ASEA) from 2022 to 2024 and the Chairman of the Committee of SADC Stock Exchanges (CoSSE) from 2018 to 2024. Mr. Tsheole’s past board membership includes; Board Chairman of – the Special Economic Zone Authority (SEZA), Vice Chairman of Botswana Accountancy Oversight Authority (BAOA), Board member of Botswana Medicines Regulatory Authority (BOMRA), Member of the African Integrated Reporting Committee (AIRC) – a joint initiative between Pan African Federation of Accountants (PAFA) and World Bank. He is currently a Board Member (Strategic Advisor) in The Global Principles for Sustainable Securities Lending (England & Wales).”
