Biography

Ned Rauch-Mannino serves as the President of Portsmouth Limited Company, leveraging strategic consulting and advice to advance natural resource and renewable energy development projects. He served as the U.S. Department of Commerce’s Deputy Assistant Secretary for Global Operations and Senior Advisor for Global Markets, International Trade Administration, providing visibility to U.S. policy, commercial diplomacy, and interagency efforts. His leadership supported U.S. engagement across global markets with an emphasis in emerging economies, including programs such as the Global Deal Team Initiative, the Global Markets Multilateral Development Bank Initiative, and Prosper Africa, where he served as Co-Chair and was part of the initiative’s inaugural Secretariat.

Prior, Mr. Ned Rauch-Mannino led the U.S. Agency for International Development’s first intergovernmental affairs office, and he directed strategic initiatives with the Ridge Policy Group, LLC, a government affairs and issue management firm with a portfolio in energy, environmental sustainability, and economic development. He is a Fellow with the Royal Geographical Society and presently serves on the Smithsonian-affiliate National Museum of Industrial History’s board of directors. Mr. Rauch-Mannino holds a Master’s degree from Penn State University with field research in East Africa, and earned undergraduate degrees from Temple University.
